Experimental Program to Stimulate
Competitive Research

The Experimental Program to Stimulate Competitive Research (EPSCoR) program encourages university partnerships with industry and stimulates sustainable science and technology infrastructure improvements in 19 states, including Kansas, that historically have received a disproportionately low per capita average of federal research dollars. In effect, taxpayers in the 19 EPSCoR states were subsidizing the research efforts of universities in states that received a large share of federal research dollars.

The EPSCoR program seeks to correct this disparity by improving the ability of universities in these states to compete for federal and private sector research and development funding. The program requires a state match of federal funding. Kansas participates in the Department of Energy, Department of Defense, Environmental Protection Agency, NASA, National Science Foundation, and National Institute of Health competitions, all of which have matching requirements.

KTEC is the authorized source for the matching funds in Kansas. Kansas match requirements are met through this program's grants, the waiver of some university indirect costs on the federal dollars, and in some cases, industrial partners' support. For every state dollar invested in this program, at least one more dollar of federal or industrial match is contributed to strengthen our universities' research competitiveness.

The experience gained from competing successfully in a merit review process enables many scientists to compete more effectively later in the regular research programs of federal agencies.

KTEC is the authorized source for the matching EPSCoR funds in Kansas.
